Organization Structure
 

(I)    Division of General Affairs

      

Coordinate and arrange the organization’s daily routine; draft documents on comprehensive issues; conduct comprehensive surveys and research; oversee secretarial operations; process conference information; handle classified information and archives; compile the annals; edit and distribute the “Guangzhou Foreign Affairs” magazine; administer and maintain the “Guangzhou Foreign Affairs” website; manage various affairs relating to the organization’s staffing issues, human resources, remuneration, disciplinary inspection, trade union, family planning, retired staff, and staff training; in charge of the organization’s administrative affairs, and security issues; liaise with the subordinate foreign affairs offices; provide short-term professional training for the city’s government officers dealing with foreign affairs.

(II)   Protocol Division (Division of Hong Kong & Macao Affairs)

 

Supervise the city’s foreign affairs protocol arrangement; receive high-level official delegations from abroad visiting Guangzhou; coordinate the protocol issues of the city’s major foreign affairs events, especially those attended by the city leaders; coordinate non-business exchange activities between the foreign financial and insurance organizations, commercial institutions, and enterprises in Guangzhou and the Municipal Government; provide convenient port entry and exit services for eligible foreign VIPs; coordinate the interview activities of the foreign journalists visiting or based in Guangzhou; examine and apply for the approval of the convening of international conferences in Guangzhou; collaborate with relevant government agencies in promoting Guangzhou to the foreign countries; direct the development and management of the city’s places of interest for foreigners; implement the Central Government’s guidelines and policies regarding the Hong Kong and Macao SARs; coordinate and organize the city’s major exchange events with Hong Kong and Macao; manage the city’s working affairs involving Hong Kong and Macao; prepare and formulate the city’s annual exchange plans with the Hong Kong and Macao SARs (such as bilateral visits, business and trade negotiations, judiciary assistance, etc.); and approve, coordinate and manage the city’s official and quasi-official exchange programs with Hong Kong and Macao.

(III) Division of International Relations

  

Develop and establish sister-city relationship between Guangzhou and foreign cities; carry out exchange and cooperation programs with foreign cities; coordinate and arrange the visits of the city leaders to foreign sister cities; receive foreign delegations from sister cities as well as other cities; develop and coordinate exchange and cooperation programs between Guangzhou’s government agencies and district-level governments and the foreign sister cities; conduct exchanges and cooperation with international organizations, multinational companies and other well-known international institutions; assist relevant government agencies to implement the overseas training programs for high-level managerial talents of the city.

 (IV) Division of Consular Affairs

   

Supervise and coordinate the exchange activities between the city’s government agencies and public institutions and the foreign consulates and other official and quasi-official organizations located in Guangzhou; receive the China-based foreign diplomats visiting Guangzhou for official purpose; handle or assist other government agencies to tackle the foreign-related cases and other important issues involving foreign nationals; provide service on consulate legalization; perform other tasks relating to foreign diplomatic and consular institutions in China and Guangzhou as instructed by the Ministry of Foreign Affairs and Guangdong Provincial Foreign Affairs Office.

(V)  Division of Overseas Mission Administration

      

Supervise the short-term official missions conducted by the city’s government agencies and public institutions to the foreign countries, and Hong Kong and Macao SARs; examine and apply for approval for short-term business visits by delegations and personnel to foreign countries, Hong Kong and Macao and report such visits to higher authorities; provide policy guidance for institutions planning on overseas visits; and manage the quotas of short-term visits to foreign countries, Hong Kong and Macao and follow up on such visits and their results.

(VI) Division of Passport & Visa

 

Manage and supervise Passport for Public Affairs, Service Passport, and Pass to and from Hong Kong, and apply for visas for business visits to foreign countries; issue Passport for Public Affairs, Service Passport, and Pass to and from Hong Kong and Macao with valid endorsement and certificates for overseas visits; manage the return of the passports and passes; and issue visa notice to foreign nationals formally invited to Guangzhou.

(VII)       Office of People’s Association for Friendship with Foreign Countries

 

The primary duties of the Office of People’s Association for Friendship with Foreign Countries include:

 

1.    Implement national foreign affairs-related guidelines and policies, and collaborate with and assist related government departments in conducting extensive international exchanges and cooperation in economy, trade, science and technology, culture, arts, public health and sports via non-governmental channels according to the nation’s overall diplomatic policies and the requirements of the CPC Guangzhou Committee and Guangzhou Municipal Government in implementing the foreign-oriented strategy and building a modern central city.

 

2.    Liaise with international non-governmental organizations, goodwill organizations, social groups and economic organizations in foreign countries, and foreign friends from all walks of life, and develop friendly ties with them in various ways and via all channels possible.

 

3.    Receive visiting non-governmental goodwill delegations and personnel from foreign countries.

 

4.    Organize goodwill exchange delegations abroad according to the requirements of the city’s opening-up initiative and with the approval of the related authorities, and facilitate the establishment for friendly relationship between Guangzhou and local government and regional associations in foreign countries.

 

5.    Provide guidance to the districts, county-level cities and government departments of Guangzhou to conduct non-governmental goodwill exchanges and services.

 

6.    Perform day-to-day management of the association and tasks as instructed by the Executive Council of the Guangzhou People’s Association for Friendship with Foreign Countries, and liaise with institutions which are directors of the Council and with institutional members.

 

7.    Participate in events organized by the Chinese People’s Association for Friendship with Foreign Countries and the Guangdong People’s Association for Friendship with Foreign Countries, and perform tasks as instructed by these associations.

 

8.    Review and apply for approval the recommended foreign candidates for the title of “Honorary Citizens of Guangzhou”, the “Guangzhou Friendship Award” and other titles.

 

9.    Perform other tasks as instructed by the CPC Guangzhou Committee and Guangzhou Municipal Government.

(IX) Division of Translation & Interpretation

      

Provide translation services to municipal leaders in meetings with foreign dignitaries and on overseas visits; provide translation or translation-related services for major foreign-related events hosted by Guangzhou Municipal Government; translate foreign affairs documents of Guangzhou Municipal Government; and provide guidance to other translation tasks in the city. (This Division is yet to be set up.)
